I created this PR to fix the failing GitHub Actions.## Description
This PR addresses the issue where GitHub Actions was failing due to a missing tool, go-gitlint, which is required by the commit-msg hook. The error message suggested running 'make tools' or 'make tools.verify.go-gitlint' to install it, but these commands were not present in the commit-msg hook.

The commit-msg hook has been modified to check if the go-gitlint tool exists before trying to run it. If the tool does not exist, the script attempts to install it using the appropriate command. This prevents the script from failing if the tool is not present.

Summary of Changes

Added a check before line 54 in scripts/githooks/commit-msg to see if the go-gitlint tool exists.
If the tool does not exist, the script attempts to install it using the 'make tools' or 'make tools.verify.go-gitlint' commands.
Modified the error message on line 65 to indicate that the script attempted to install the missing tool but failed.

These changes ensure that the necessary tool is installed before the script tries to use it, preventing failures in GitHub Actions.
