chocolate-quasirandom missing ghalton

What steps did you take and what happened:

I tried to see if the other undocumented suggestion algorithms worked and came across some issues. In particular chocolate-quasirandom complains that

 No module named 'ghalton' required for QuasiRandom.

Is there any reason not to add this to the chocolate Dockerfile?
