Cut official release of 1.3.0 #1425

Hi team, I think it's time to cut official release.

Since 2021-08-31, we cut three release candidates. latest RC passes community tests and it works well with Katib, Notebook, Pipeline in Kubeflow 1.4. All related issues have been fixed in latest branch. One last thing I am not sure is if we want to bring sdk changes back to v1.3-branch, please leave some comments.

SDK

  1. Update scripts to generate sdk for all frameworks #1389
  2. Add Python SDK for Kubeflow Training Operator #1420

Note: following two PRs are not part of v1.3 scope.

  1. Generic job using reconciler.v1 [WIP]: add a GenericJob type and controller #1398
  2. MPI integration [WIP]add mpi-operator to the unified operator #1413

SDK can be release separately and even we release master change, it should work well with v1.3-branch. so SDK are excluded from 1.3.0. I will prepare release and cut tag today. We can update the manifest repo later today

I cut official v1.3.0 release https://github.com/kubeflow/tf-operator/releases/tag/v1.3.0
I create a manifest update PR here kubeflow/manifests#2042

I will ask release-team to merge it in before they cut official kubeflow 1.4 release. Currently, we are using rc.2 which is a stable version as well. The only difference is #1415
