[VC] Support MultiClusterManager once proposal is implemented

Controller Runtime has a new proposal to support adding and removing clusters from the Manager. We should watch this issue kubernetes-sigs/controller-runtime#950 and the current design proposal to see if we can leverage this in the Syncer. kubernetes-sigs/controller-runtime#1075
