Update CONTRIBUTING.md

What happened?
The repository's CONTRIBUTING.md instructions are out of date.

What you expected to happen?

• Correct the specified makefile targets, or point to the Makefile Quick-start guide
• Review the requirements section
• Update/Prune possibly outdated links such as the integration test README and release process sections
• Consider expanding the helm and manifests section to guide first time contributors through the end-to-end process of resolving "Can you expose parameter x to the helm chart?" issues
