What happened?
CI seems to be broken blocking all progress in this repo.

What you expected to happen?

How to reproduce it (as minimally and precisely as possible)?

issue is we are relying on a version of aws-k8s-tester that no longer exists.

Since efs and ebs moved back to using a bash script instead of binary aws-k8s-tester, I'm going to do the same here rather than try to fix aws-k8s-tester dependency.
