Introducing GitHub Discussions for the Lifecycle Manager

To build a proper knowledge base and preserve the results of discussions around the Lifecycle Manager we have decided to use the GitHub Discussions feature. It will serve as a default way to communicate decisions, share announcements, and answer questions regarding the component. This will help gather resources and keep them in one place as an addition to the documentation in the repository.
