PCR PID of 0x0000 and 0x0001 are legal but incorrectly marked as error #11

The function build_pmt() in pidint.c incorrectly raises an error when PCR is 
carried on PID 0x0000 or 0x0001. Per Table 2-3 of ISO/IEC 13818-1, "transport 
packets with PID values 0x0000, 0x0001, and 0x0010-0x1FFE are allowed to carry 
a PCR.
