Update images to Debian 12

it does look like a lot of the underlying docker images have bookworm variants we could consider updating to.

i think id prefer focusing on updating the php service to v4 but realistically people will be using the v3 version of things for a long while so probably worth doing.

If we do this we probably also want to bump all images to generation 5 so users will have a way to return to the older images if they needed to. so the tags would be something like7.0-fpm-5.
