Adding Parallel Feature to Output Format

For supporting the flow between the logical and fault-tolerant layers of the compilation and resource estimation pipeline, there is a necessity to capture any operation that can be done in parallel. Cirq captures parallel operations through moments, which claims that any content within this type is a time slice of operations within the circuit.

Given this, this issue focuses on adding a new key to the json output format to capture parallel operations and their subcircuit information.
