More detailed instructions on how to connect/populate catalog. #174

We currently have instructions on how to populate the catalog in the template feedstock and some important info in the data-management repo. I propose that we write a section about the catalog in the references (basically flesh out this section), and potentially add some instructions in the ingestion guide on how to specifically add things to the catalog.

@andersy005 do you think that would be something you could do? Very happy to review/edit together.
