Resurrecting this old thread but have recently started using the cli and have noticed the same behavior.
Running from CLI -> ./librespeed-cli-linux-amd64 --server 22 Selected server: Helsinki, Finland (3) (Hetzner) [finew.openspeed.org] Ping: 13 ms Jitter: 0 ms Download rate: 549.22 Mbps Upload rate: 312.00 Mbps

Hi, I will second that issue.
I can't show it with high speeds but with low connection speeds we have 2x factor between CLI and web version.
=> Web gives 4-5Mbs which is the expected number while CLI version give 8 to 10Mbs which is approx twice as fast.

Can confirm, I'm getting 926Mbps in the browser (brave) and 757 in the CLI (1.0.10) using both PHP and GO servers.
Seeing the same issue.
CLI:
./librespeed-cli-linux-amd64 --server 1 --simple Ping: 29 ms Jitter: 0 ms Download rate: 109.58 Mbps Upload rate: 76.27 Mbps
Web UI:
