Update various pieces of software

Update the software we package as part of meta-lxatac.

Just some routine updates of:

• bottom - process / system monitor. The installed command is called btm.
• ripgrep - fancier and faster grep -R. The installed command is called rg.
• gitlab-runner - Schedule jobs to run on the LXA TAC from GitLab to test a connected DUT.
• github-act-runner - Schedule jobs to run on the LXA TAC from GitHub to test a connected DUT (note that this is not the official GitHub runner because this Go version is easier to package).
• imx-uuu - Freescale/NXP I.MX Chip image deploy tools.
• bcu - Board Control util for some i.MX EVK boards.
