Eleganse-dark and other dark themes do not respect the keyboard icon size #455

 * Cinnamon version (cinnamon --version)  3.8.9
 * Distribution - (Mint 17.2, Arch, Fedora 25, etc...)  Mint 19.0

Steps to reproduce
Other themes : Eleganse, cinnamon, Mit-Y Dark, Nightlife-human (less override), Mint-Y

Expected behaviour
Like the Mint X themes or Railway.
I don't know which setting to change for this.
