Create educator sign-up Locust script for testing out traffic split to GKE

There won't be a teacher workshop for awhile, but I'd like to test out the Investigations on GKE via traffic split while we still have Jack on contract. I need to look into Locust and use it to create a script that will simulate educator sign-ups en masse so we can assess how the GKE instance of Investigations fares.
