This addresses an issue with the 1.0.6 branch, where the repo was found to be in a "dirty" state, so setuptools_scm provided a non-tag version that prevented the PyPI release. This solution may be to revert the lock file to version 1, which prevents it from becoming "dirty" when npm runs an install.
Also update GitHub Actions.
