Support Precise Compression Level For serde.compress

While using the highest compression level is often desired, being able to select a precise compression level is useful and should be exposed.

One use case for this is a web server serving dynamic content that should be compressed. The highest compression ratio is usually not worth it for web requests, and instead, a middle-ground level is often the best in getting the content to the user as fast as possible.
