Thoughts on v2 of etcd coordinator

Inefficiencies

• Because tasks are a directory with a claim marker which needs constant refreshing, Watch() receives (and has to filter out) 1 event per task per TTL period. The resources used to process these events could become significant given a large enough number of tasks, and raising the claim TTL seems awkward.
