As a department head creating shifts, I want to be able to specify arbitrary shift start times

Right now, the Uber UI only lets me specify start times on hour boundaries. This is extremely inconvenient for creating (e.g.) stagehand shifts, where stagehands need to show up 15 or 30 minutes before the first act, but not a whole hour beforehand, or exactly when the first act is supposed to start.

While it is possible to hack arbitrary start times into the current form (I did for practically all of the music shifts this year), it's extremely tedious and requires more technical knowledge than the average user will have. :)
