Fix BasicAuth usage with native release with dynamic plug configuration

Previously we were setting whether to add the BasicAuth plug to the module based on an environment variable. Of course this wouldn't work out since modules are compiled at compile time, while we wanted to set this variable at runtime.

We need to upgrade the package and use dynamic configuration
