Let's make maliput to be pip-installable!

Packages being targeted:

• maliput -> maliput_py
• maliput_malidrive

The platform wheel being targeted:

• manylinux2014 - See https://github.com/pypa/manylinux

Notes:

• A first release was already done in pypi however it was all manually based on the PoC.
  Here we are targeting automatization.

• Create workflow for wheel creation in maliput_py
• Create workflow for wheel creation in maliput_malidrive
• Update docs regarding how to release on pypi.
