Legend always continue to next page, no option to set hight

Describe the bug

No matter what I set on the Legend sub report, Always when I have too many legend icons it goes to next page. I would like to set it in a way that if there are more icons, it will go to second raw.
I duplicated the legend subreport and put it side by side. There's always one icon that continues to the next page, and then it goes to the second subreport (screenshot attached).

Is there a way to avoid this second-page behavior or is it a bug?
