Ottehr - Intake - Complete Consent Forms Screen - Add Valid Links for HIPAA and Consent

Description:
On the "Complete consent forms" screen, when a patient clicks on the "HIPAA Acknowledgement" or "Consent to Treat and Guarantee of Payment" links, they should be redirected to the correct pages to review these documents. Currently, the links are invalid and redirect the patient to the Patient Portal instead.

Steps to Reproduce:

1. Start Intake flow for OttEhr
2. Navigate to the "Complete consent forms" screen during the intake flow.
3. Click on the "HIPAA Acknowledgement" link.
4. Click on the "Consent to Treat and Guarantee of Payment" link.

Expected Result:
The patient should be redirected to the proper pages to view the HIPAA and Consent documents.

Actual Result:
The links are invalid, and the patient is redirected to the Patient Portal instead of the document pages.
