1.15 Actionbar not supported on spigot version

What steps will reproduce the issue?

1. Upgrade to 1.15
2. Start the server
3. Find the error

What was supposed to happen?

It should just work like the normal plugin

What happened instead?

I got the error saying that the actionbar wouldn't work on my version. (Not sure if the money part actually works still as I've not tested that)

What version of TimeIsMoney are you using?

1.9.6.10

As stated earlier, not sure if the actual money part works but it seems like it would considering how there are no errors and everything else with the economy works fine

Update: Adding money to my balance works, just not actionbar stuff
