When logging in, it seems like if the first try to upload the device keys fails, it is never tried again.
I can then see the client uploading various OTK and fallback keys, but the device has no keys associated and is just failing to do any e2e.
When checking on other devices I can see that indeed, the device does not support encryption from their points of view since there are no device keys.
