I think it's another thing that got broken by the ACME stuff (#4384)

Not actually a bug -- Synapse cd's away, so if it's not properly installed (and relying on PYTHONPATH), then it won't work after daemonisation. The fix is to install it into the environment (if a checkout, then pip install -e .).
