Similar to how this preview shows when hovering over a link to an GitHub issue/PR (first screenshot), I'm thinking we can show this same tooltip when hovering over a link in the GitHub notification view (second screenshot).

Would also be good to mark the notification as "done" from this view, without navigating to the issue/PR in the browser
