Polyglot no longer scrambles text in the chat bubbles that appear above speaking actors as of Foundry Version 12. In Foundry Version 11, the text in chat bubbles would be scrambled for players whose controlled PC doesn't speak the language in question. In Version 12, this is no longer the case, with plain, unscrambled text being displayed regardless of a given PC's language proficiencies.
Reproduction Steps
Create a new game in DND 5e, add an additional user, and then log in as that user via a web browser. Create one PC, assign it Common as a known language, and then assign that PC to the second user. Create an NPC, assign it a language that the PC doesn't know (like Draconic), and then attempt to speak through that NPC with that language. The chat bubble displayed for the NPC on the additional user's side will be untranslated even though that user's PC shouldn't be able to understand the language.
