[ANN] wxRuby3 v1.2.0 released

This release fixes a possible crash in DragDrop support and updates the targeted wxWidgets version to the new v3.2.6 release.

Unfortunately no Mac OS 13 M1 VMs are available anymore with any of the free CI providers to build a binary package for that platform.
