The AI help in the navigation bar should only be present if logged in

AI help is only available to those who are logged in. This page, along with the tab to the page, should only be visible if useful, which is isn't when not logged in.

The AI help link only present if useable

This should be filed in Yari; looks like a duplicate (or at least highly related to) mdn/yari#9230. I vividly recall in that thread (or at least in one of the few related ones) one of the maintainers realized it's better to only be shown to logged in users.
