Currencies - is it possible to disconnect from countries

I don't want to limit my users to one currency. I want them to select their currency with no relation to which country the goods are shipped to.
In my case, a customer might be paying in USD or ILS and might be located anywhere in the world.
Is it possible to set?
I don't mind the view of the currency will be connected, but it should possible in the checkout page.
