To better inform customers of enhancements or bug correction it would be great to have a pop-up at log in that provides a customized message.

Hello $user
just to let you know that we fixed some bugs.

insert a picture

write with accents

and we added some features

new weigh graph..

The user sees it and says "ok seen" and won't seen it again.

On the back end we need to be able to

activate/deactivate the pop up mechanism
write custom content
without stopping or restarting the platform
