This would have several benefits:

the separate tool could be run as a daemon with the appropriate permissions without having to modify the system beforehand
the measurement wouldn't impact what is being measured
this tool could be reused in different contexts

Downsides:

more complex architecture
possibly more resource-intensive overall, in particular due to the need of some protocol for interested parties to extract measures
