Check format METS Profile is correct?

we are checking 1 METS profile is issued by Vendor software. But we saw the structure in is not following METS.

They use Dublin Core data structure, but Dublin Core don't have element dc:C001, dc:C100...

The information as : Thông tin chung, Phần 4: Nước Vạn Xuân độc lập.... is name of chapter, part. So the infromation should be placed in mets:structMap, but they are showing in

I attached the file which is issued by their library software.
Please support me to verify the structure , format of file is correct or not. We can work or produce with the file or not.
