Sphinx dependency is ignored on readthedocs.org #2

As a work-around, specify the dependency sphinx>=3.1.2 explicitly in requirements.txt.

It turns out that this only happens if requirements.txt contains a package that has a different Sphinx requirement (e.g. sphinx>=1.8) and if that package is listed before insipid-sphinx-theme.

Therefore, an alternative work-around is to make sure to specify insipid-sphinx-theme at the very top of requirements.txt.

This problem has been fixed in the meantime, the work-around is not necessary anymore!
