consider warning users of rooted phones that CWA is now useless on rooted phones

in the past, CWA could be used without any important limitation on rooted phones,
with the recent administrative changes and the latest CWA update, it's not possible to generate warnings from rooted phones anymore.
so far CWA fails to provide users with a warning about this. (see corona-warn-app/cwa-app-android#5884 )

as warn-app-companion is probably the most important reason to run CWA on a rooted phone,
and probably has a shorter and less bureaucratic update cycle,
consider having corona-warn-companion generate the warning that CWA itself does not.
