Server Error when viewing root directory #63

Viewing a root directory (directory with no parent) from the file API causes a server error in Preview Release 1.0.38.

The cause is the following line https://github.com/Microsoft/IIS.Administration/blob/dev/src/Microsoft.IIS.Administration.Files/Files/FilesHelper.cs#L478
