Publish daily nugets to public feed

We should continue publishing daily nugets to a public feed.

We disabled this due to some devops issues, but should re-enable.

The latest version published on this feed appears to be stuck at 1.3.0-build.20240423-1001.

The packages seem to have gone from the daily feed, and the latest ones in the public NuGet feed are now about a year old. Are there any plans to publish any newer versions of the packages again in the future?

@LucGenetier - +1 for @MarkMpn post. The Microsoft.PowerFx.Dataverse.Eval assembly is still old (1.3.0-build.20240418-1001). Please update that as well.

My Power Fx Polyglot Notebook does not work with the old version of Dataverse Eval.
