Describe the bug
During Windows 10 DSC Configuration with current STIGS Account Policy will not reach desired state if this value is "0", changing the value to "15" will fix the issue.

To Reproduce

  1. Apply the windows 10 configuration
  2. $test = test-dscconfiguration -detailed
  3. view the resources not in desired state
  4. Update org setting from "0" to "15"
  5. Compile mof and re-run configuration
  6. $test = test-dscconfiguration -detailed
  7. view the resources not in desired state

Expected behavior

Account Policy Rules reach desired state
