Description of the new feature / enhancement

Windows 11 introduces a new direction of Fluent Design - it would be great if all PowerToys features would adhere to the same user experience. WinUI 3 should make this an easy transition. Some things/existing issues that might be considered:

New features:

• Adopting WinUI 3 (and it's default styling)
• Adhere to Windows 11 Search for consistency if possible
