Its kinda annoying how when u download the app like everything is turned on already, #15510

Provide a description of requested docs changes

I know the features are good but I think it would be better if the user was the one who looks through and chooses to turn them on, so they can know the difference between base windows functions and powershell changes so they dont go sicko mode when going on someone elses computer

The new functionality is also enabled by default during the update, and this is really the worst thing about PowerToys.
Right now, I've wasted 10 minutes of my time and enough nerves to figure out why I had a speech recognition sound and a thick blue border around my browser that overlayed all other applications. It turned out that along with the (automatic) update, I got the new Always On Top feature turned on by default and accidentally pressed the hotkey.
This is terrible UX.

#14536 is the system (SCOOBE) that would help address this. Given PowerToys operates as an incubation system, we want new stuff on by default.

We do our best via change long to clearly state new stuff, behavior changes via our readme/release notes. Can we do better, yes and we're trying to improve. The hope is in SCOOBE we'll be able to allow people to know crisply and clearly new stuff was added, how to engage it and if they want, disable it.
