Fancy Zones not respecting taskbar that is moved by Start11 #37078

FancyZones

Steps to reproduce

Use Start11 to move the taskbar to the left (vertical orientation)
Let monitors go to sleep
Wake monitors
Observe that Fancy Zones zones assume the taskbar is on the bottom and do not resize the zones properly

✔️ Expected Behavior

When the monitors wake FancyZones should detect that the taskbar orientation has changed and reorder the zones.

❌ Actual Behavior

When the monitors wake, FancyZones behaves as if the taskbar is still on the horizontal orientation on the bottom of the screen

Other Software

Windows 11 using Start11 to move the taskbar into a vertical orientation on the left of the screen
