Environment

Windows build number: Windows 10 Insider Preview Build 20152.1000
PowerToys version:  v0.18.2

Steps to reproduce

Opened the PowerToys app and two Window appeared with different designs.

Happened twice. Now I've updated to v1.19.0, haven't noticed the same, the design is older one.
