[Fancy Zones-Launch Zones -Utility-Create New Custom ]

User Impact:
Users who rely on high contrast black/white mode settings will not be able to see and assess the controls as the dialog is not adapting these settings

Test Environment:
OS Version: 20226.1000
App Name: Power Toy Preview
App Version: v0.23.0

Pre-Requisites:
1.Go to settings > Ease of Access > Turn on High contrast mode > Select Black/White Mode

Reproe-Steps:

1. Open Power Toys App
2. Navigate to Fancy Zone Button and activate it.
3. Navigate to Launch Zones Editor and activate it.
4. Navigate to Custom tab in Choose your layout for this Desktop dialog and select it.
5. Navigate to Create new custom item and select it
6. Navigate to Edit Selected layout element and activate it.
7. Verify the issue

Actual Result:
Custom layout Creator' dialog is not adapting the high contrast black/white mode settings

NOTE: Same issue reproes for 'Choose your Layout for the desktop' dialog of the application

Expected Result:
Custom layout Creator' dialog should adapt to these high contrast black/white mode settings and should be visible in color specified for these settings.
