Description of the new feature

PowerToys Settings should use Acrylic features, including, but not limited to:

  • Transparent sidebar (hamburger menu)
  • Acrylic Reveal on sidebar items
  • Acrylic Reveal on standard buttons (ex. Check for updates), buttons with dropdown, and text fields
  • Transparent dropdown/flyout items

Apologies if this is already in a project or other issue.

Should fixed when moving to WinUI3.

Right now this is a WinUI control, whatever platform gives us for how we run, we'll enable. #6715 is the actual tracking issue.
