There's another issue on the tracker that's pretty much the same thing.
SUMMARY
Currently there is not a way to copy custom layouts or create new templates. The only way to add new custom layouts is to create a new one from scratch. It would be great to be able to copy or save as one of your existing layouts. The ability to create new templates would also address the use case as well.
USE CASE
I'm a developer and use two screens. My main screen is for coding and I pretty much use the same layout all the time. My secondary screen is for "utilities" like email, calculator, music, etc. I created a zone for my music player that is perfectly sized for the album art. This required a bunch of small revisions to get the spacing for that zone just right.
However, I switch between a few different layout on my utility screen depending on what I'm doing at work. Sprint planning, versus code reference, versus lots of email writing all have different layouts/zones, but I like to have my music zone exactly the same every time. Without a way to copy (or save as) the existing layout, I end up needing to make lots of little edits to each layout to get that one zone just right.

Add a "Save As" button next to the "Save and Apply" button that currently exists when using the zone editor.

Add the ability to copy/paste existing custom layouts and templates from the "Choose your layout" screen.
