WSL not staring after reboot #10770

Repro Steps

Restart PC, try to open Docker Desktop

Expected Behavior

Docker desktop starts as intended

Actual Behavior

Docker desktop shows error screen. WSL is the cause. Command "wsl" gives following:

Class not registered
Error code: Wsl/CallMsi/REGDB_E_CLASSNOTREG

I just restarted the PC and it gives this.
