Installed sideloading Widget does no appear on Widget board

Describe the bug

If install a widget from sideloading build, it does not appear in the widget board.

Steps to reproduce the bug

1. Download the widget c# sample https://github.com/microsoft/windowsappsdk-samples/tree/main/Samples/Widgets
2. Open project
3. Package and publish -> Create app package -> Sideloading
4. Install CsConsoleWidgetProvider_1.0.0.0_x64_Release on other Windows 11 machine
5. Open Widget board
6. CsConsoleWidgetProvider does not list in the widget lists

Expected behavior

The widget appeas in the widget board
