The command bf dialog:merge package.json does not create app.settings file.

Describe the bug

The command bf dialog:merge package.json hangs. it responds with the following, but 30 minutes later it still has not finished:

 Finding component .schema files in
   package.json

To Reproduce

Steps to reproduce the behavior:

1. In command prompt, go to ..\BotBuilder-Samples\experimental\adaptive-dialog\javascript_nodejs\20.echo-bot-declarative>
2. Enter: bf dialog:merge package.json

Expected behavior

A file named app.settings to be created in the active directory.
