Configure ETW collection in consumption and premium plans #9

The current implementation is already defining a number of ETW events for collection, but they are not yet configured to be actually collected.

This seems to be just a matter of changing some configuration settings in the cloud infrastructure. Passing this on to @ConnorMcMahon for now.
